Issue relates the setting up Fuel Gas Desulphurization system in its power generation stations at Panipat and Hisar. Ministry of environment, forest and climate change (MoEF&CC) on 7th December, 2015 issued new environmental norms for Thermal Power Plants mandating installation of pollution control equipment.
According to information this is Rs 600 crore project for which the HPGCL had floated the tenders for setting up the systems in Hisar and Yamuanangar power plants.
The tenders had been almost finalized and referred to high power purchase committee headed by CM Manohar Lal Khattar. During discussion CM Khattar had suggested to look for more alternative companies as China based companies found to have quoted competitive rates and were almost about to get the work orders.
According to information the spokesman said that against the tender for Deen Bandhu Chhotu Ram Thermal Power Station, Yamuna Nagar, five (5) bids have been received. Three (3) among them are Chinese bidders and the remaining two (2) were Indian bidders namely, M/s EPIL (in collaboration with Chinese firm) and M/s BHEL (in collaboration with a non-Chinese foreign firm).
Against the tender for RGTPP, Hisar, three (3) firms participated wherein two are Chinese firms and third is M/s BHEL (with foreign collaboration). He further added that in both the above tenders, L-1 bidders are Chinese and the prices received were competitive.
“In the current economic situation due to covid-19 and in line with the various policies announced by the government of India to encourage the Make in India schemes, it has been decided to look for an Indian Companies for the project,’’ said Mohammad Shayin, the managing director of HPGCL.
